60年代初頭から採用され始めた中綿の入ったキルティングタイプのCWU-9/Pは、ジャケットと同様にCWU-7/Pのライナー用として開発された。このライナーは本来ナイロン製であるがコットン素材を使用したオリジナルで、フロントに2つのポケットと、ヒップポケットにもフラップを追加し、ライナーではあるが単体でも着用可能な仕様に変更している。

The quilted CWU-9/P pants with padding adopted in the early 1960s, was developed for use as a liner for the CWU-7/P. This liner pants was originally made of nylon, but Buzz Rickson’s version is made of cotton. Two front pockets and a hip pocket with an additional flap have been added to make it possible to wear it as a liner but also on its own.
